Ambas as tecnologias enfrentam desafios relacionados a custo, infraestrutura e competitividade com os modelos chineses e a Tesla.<\/p>\n<p>Com a revis\u00e3o anunciada em 16 de dezembro, a Uni\u00e3o Europeia passou a permitir a comercializa\u00e7\u00e3o de ve\u00edculos equipados com motores a combust\u00e3o ap\u00f3s 2035, desde que assegurem uma redu\u00e7\u00e3o de 90% nas emiss\u00f5es de gases de efeito estufa. Os 10% restantes poder\u00e3o ser compensados por meio do uso de a\u00e7o de baixo carbono produzido na Europa, cr\u00e9ditos de carbono e a ado\u00e7\u00e3o de biocombust\u00edveis avan\u00e7ados e combust\u00edveis sint\u00e9ticos, conhecidos como e-fuels.<\/p>\n<p>A mudan\u00e7a amplia o espa\u00e7o para combust\u00edveis neutros ou de baixa pegada de carbono e mant\u00e9m, por um per\u00edodo mais longo, tecnologias como ve\u00edculos h\u00edbridos plug-in, h\u00edbridos leves e extensores de autonomia no conjunto de solu\u00e7\u00f5es aceitas no mercado europeu.<\/p>\n<p>Segundo Jos\u00e9 Eduardo Luzzi, presidente Conselho de Administra\u00e7\u00e3o do Instituto MBCBrasil e diretor do Segmento para Ve\u00edculos Comerciais da Associa\u00e7\u00e3o Brasileira da Ind\u00fastria de Autope\u00e7as (Abipe\u00e7as), &quot;A revis\u00e3o do pacote automotivo europeu amplia o espa\u00e7o para solu\u00e7\u00f5es vi\u00e1veis de baixa pegada de carbono e cria oportunidades para o Brasil&quot;.<\/p>\n<p>Entidades como a Abipe\u00e7as e o Instituto MBCBrasil avaliam que o novo pacote refor\u00e7a a import\u00e2ncia do di\u00e1logo t\u00e9cnico e regulat\u00f3rio entre Brasil e Uni\u00e3o Europeia. A converg\u00eancia entre normas europeias e os marcos regulat\u00f3rios brasileiros \u00e9 apontada como fator determinante para viabilizar coopera\u00e7\u00e3o industrial, investimentos e com\u00e9rcio de solu\u00e7\u00f5es de baixa emiss\u00e3o.<\/p>\n<p>Entre os vetores de oportunidade est\u00e3o os e-fuels. Produzidos a partir de hidrog\u00eanio verde e CO\u2082 capturado, esses combust\u00edveis s\u00e3o reconhecidos pela Uni\u00e3o Europeia como alternativa de baixa emiss\u00e3o para o setor de transportes, <a rel=\"follow\" target=\"_blank\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:32018L2001\"><strong>conforme previsto na Diretiva de Energias Renov\u00e1veis \u2013 RED II<\/strong><\/a> e refor\u00e7ado na <a rel=\"follow\" target=\"_blank\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:32023L2413\"><strong>RED III<\/strong><\/a>. Em fun\u00e7\u00e3o de sua matriz el\u00e9trica predominantemente limpa e renov\u00e1vel, <a rel=\"follow noopener\" target=\"_blank\" href=\"https:\/\/www.mckinsey.com.br\/our-insights\/all-insights\/the-green-hidden-gem-brazils-opportunity-to-become-a-sustainability-powerhouse\">o Brasil tem potencial para ser um hub produtor e exportador destes combust\u00edveis.<\/a><\/p>\n<p>Os biocombust\u00edveis de primeira gera\u00e7\u00e3o, como etanol de cana-de-a\u00e7\u00facar e milho e biodiesel de soja, s\u00e3o aceitos pela legisla\u00e7\u00e3o europeia embora com crit\u00e9rios diferenciados de enquadramento e incentivos.<\/p>\n<p>A diretriz europeia tamb\u00e9m estabelece crit\u00e9rios de sustentabilidade e diferencia biocombust\u00edveis considerados avan\u00e7ados ou de res\u00edduos daqueles de primeira gera\u00e7\u00e3o. A exporta\u00e7\u00e3o de biocombust\u00edveis para o mercado europeu exige a comprova\u00e7\u00e3o de redu\u00e7\u00e3o da pegada de carbono ao longo de todo o ciclo de vida do produto, al\u00e9m de certifica\u00e7\u00f5es reconhecidas pela Comiss\u00e3o Europeia, que atestam a origem historicamente sustent\u00e1vel da biomassa.<\/p>\n<p>Outro ponto destacado \u00e9 a engenharia automotiva nacional. &quot;Tecnologias de motores flex-etanol, a etanol e h\u00edbridos flex-etanol podem atender \u00e0s novas diretrizes europeias e se tornar alternativas para a manuten\u00e7\u00e3o da competitividade da ind\u00fastria automotiva no continente, \u00e0 luz das flexibiliza\u00e7\u00f5es previstas no novo pacote automotivo europeu&quot;.<\/p>\n<p>Luzzi ainda ressalta que, do ponto de vista regulat\u00f3rio, o Brasil conta com marcos que d\u00e3o previsibilidade e seguran\u00e7a jur\u00eddica \u00e0 produ\u00e7\u00e3o sustent\u00e1vel de biocombust\u00edveis, como o <a rel=\"follow noopener\" target=\"_blank\" href=\"https:\/\/www.planalto.gov.br\/ccivil_03\/_Ato2015-2018\/2017\/Lei\/L13576.htm\">RenovaBio<\/a>, o programa <a rel=\"follow noopener\" target=\"_blank\" href=\"https:\/\/www.planalto.gov.br\/ccivil_03\/_ato2023-2026\/2024\/lei\/l14902.htm\">Mover<\/a> e a <a rel=\"follow noopener\" target=\"_blank\" href=\"https:\/\/www.planalto.gov.br\/ccivil_03\/_ato2023-2026\/2024\/lei\/l14993.htm\">Lei do Combust\u00edvel do Futuro.<\/a> Para ele, a converg\u00eancia entre esses instrumentos e as normas europeias \u00e9 apontada como um dos fatores importantes para viabilizar neg\u00f3cios.<\/p>\n<p>O novo pacote automotivo europeu ainda ser\u00e1 detalhado por meio de atos delegados, especifica\u00e7\u00f5es t\u00e9cnicas e procedimentos administrativos.
